We have Deutz F3L-1011 - On a Wachs 700 Travel Vac. Rusty, but ONLY 99 Hrs. Won't Start Stuck Rings?
Three years since last PM with NO hrs, but setting outside. Will not fire with fuel or ether. NO COMPRESSION!
Stuck Rings? Can anyone recommend a solvent that might help. We have tried WD40 for two days, considering:
PB Blaster, tranny or brake fluid next. Any suggestions or alternatives appreciated.

i think you would should check the injection nozzles these are the most sensitive part in these stupid engines and once they stop working everything else stops working also i would recommend checking the timing as the timing for these engines is very tricky and not everyone is capable on doing it correctly even if they have been worked with deutz engines before but if you think the the rings are stuck no fluid would help as the clearance between the pistons and the liners is very tight for these engines i hope these information might be helpful for you
