1989 9300 International with speedo problems

I have replaced the speed sensor, tightened the yoke to make sure that the gear is working properly and have check continuity from sensor plug to plug that goes into back of speedo head. The speedo head has a four pin connector and the sensor has a two pin.(red/blk)
When i check the 4 pin connector, there is continuity with two of the pins and the red wire on sensor side. Hoping maybe someone out there has shared in this problem and could give me some information on what else to look for and check. Neither the speedo or odometer turns when moving.
