I have a 94' Chevy 3500 6.5 Turbo Diesel. Truck always started fine, however, it turned over but would not start one day. Changed the fuel filter, bled it, installed 2 new batteries for extra starting punch. The truck started right up, I used it several days later, started and ran fine. Tried it today, back to original problem, turns over, will not start

Would really appreciate any feedback on what to do next...
Checked the code, it is a 31 ??
Thank you .......................
