I have an '02 KW with a Cat C12. Engine won't heat up to operating temp because fan won't slow all the way to cold idle speed. It will speed up when the manual switch is turned on but won't slow all the way down to usual slow speed. We have a new thermostat but haven't replaced it because I don't think that is the problem. Any ideas of what to look at or check before we tear into anything we don't have to. Also, been getting some moisture on back side of fill cap and I'm thinking it's because of the colder operating temps when not pulling a full load.

Thanks
