DD13 cold start issues

Ok so I'm new to the website and new to trucking but not new to mechanical and or diesel stuff. I have a DD13 in a 13 Freightliner 114SD with 308k miles and a lot of time running a PTO. The issue I'm having lately in the cold is I'll start it and immediately get a check engine light and what feels like a miss. The engine won't go over 1000 RPM. Let it warm up like that and shut it off for about 5 minutes, restart it and it'll run fine.
I see the "wait to start" light come on during the light check but I have never seen it come on prior to starting. I was thinking glow plugs but it doesn't seem to have any. Does it preheat the cylinder head prior to initial start?
