David - Most likely emission control regulations. Even though it may have been a current model, that does not mean the engine met current emission regulations for where you live.
The import laws are strict, to prevent "dumping" of engines from foreign countries, that do not meet current emission regulations.

Emission control regulations are changing rapidly each year, and getting progressively tighter .. meaning this years engines don't necessarily meet next years emission regulations.

If you want to import an item such as an engine, check first with the EPA for current regulations on emission standards, that currently apply to ALL engines .. including imports.

All engine manufacturers build engines for a specific market, and a specific region, to meet the conditions and regulations for that region.
