Lost power after inframe HELP !

Can I reliably check the timing if it is off by a tooth or two with this tool and without removing the bull gear cover.

TIMING TOOL

The engine is Detroit ser 60, 2006, 14L, DDEC V. 515 HP

Inframe was done to this truck 50k miles ago due to sunken cylinder sleeves. After the inframe truck starts right up, runs good on flat, but doesn't have the full power on hills. Before the inframe was the fastest Detroit 14 L on grades. With the inframe new injectors were installed, new harness, new vpod, new check valve for the return fuel - on the back of the head. Checked fuel pressure is around 25 psi at 1500rpm. The turbo bust is going up to 40 psi, but still the truck is not running like before the inframe.

I suspect 2 things: Timing is off or valves and injectors adjustment was done wrong.

Any help is greatly appreciated. I am reading this forum for a long time, if "GoneFishen" is willing to take a look. I am also in Nevada.
I asked Detroit Diesel (W.W.Williams) and they said will charge me 8 hours just for checking the timing.

That tool will work but you can buy a cheap dial indicator that will get the job done and save you $600+.

Is there a way accurately to check the TDC on cylinder 1, without removing the injector?

What a friend of mine said is: When inframe is done, the head must be cut, sometimes the block too. The timing after that will not be correct because the head is now shorter and maybe the block too. The best way to check timing is to find the exact spot of TDC on any cylinder, by removing the injector, then check the timing with magnet base dial indicator. It does not matter if the marks on the bull gear are aligned, the cam still maybe off....
