Engine is sluggish and won't get above 1400 rpm with lots of black smoke. New fuel and air filters. New lift pump. Aftercooler cleaned and replaced. Hoses look good. You can disconnect throttle/shift linkage and manually rev engine on up to above 2000 rpm...no problem. Under load..nothing but about 1400 rpm. Any ideas?
