deutz 873 bobcat black smoke timing???

recently had a problem starting , was told the motor had jumped time, there was no compression, the motor just freewheeled

a local mechanic replaced the timing belt with help from a deutz mechanic of sorts. Motor starts right up, now the problem it smokes like a freight train, black smoke and has absolutely no power, would seem to me to be a fuel air problem,
i am wide open to suggestions,
i have had no issues what so ever up till this point with the motor it has about 1300 hrs and is well maintained

please help
