We have a 2007 14L Detroit driver said seemed like losing power right as he was about to exit off.....then died coasted to side of road and our service truck goes out and the engine is locked up. we get data on fault codes etc from on board system and it never showed hot or no low oil pressure and no over rev-ing.

The only items that show up on are these below and these have shown up many times before on the on board but no other codes in the last two weeks

412-Engine Exhaust Gas Recirculation 1 Temperature 0-DATA VALID BUT ABOVE NORMAL OPERATIONAL RANGE - MOST SEVERE LEVEL
156-Injector Timing Rail Pressure 0-Data valid but above normal operational range

Put a pipe wrench on it and its locked up oil and water levels are fine and no external leaks or other signs of a problem

And ideas what could have happened or where to start

I'd pull the valve cover first and check for a dropped valve, then pull oil pan and start looking there.

Had one do something similar, after checking all sorts of things, we pulled the accessory drive and found it locked up. Showed no sign of heat or leaking oil beforehand and nothing unusual in oil analysis. Just bound up tight. A quick and dirty check on it before I would dive into the motor.

We are going to check accessory drive first and pull pan if don't find anything

I don't think it dropped valve or spun a main bearing so I am thinking accessory frive type thing but we will see soon I will update

If something other than the main bearing the crank should move very little. Should have end play. Your rods will have end play unless one has welded its self. More than likely there would be something in the oil pan. Main caps and rod caps can turn blue from heat. Good luck.
