What is the best way to fix this? It looks like a freeze plug, but it has a wire running to it so I'm pretty sure it is the block heater.

Blair, Drain your coolant, unscrew block heater plug, and either replace the O-ring(cheapest), buy a new heater plug(easiest), or get a new brass freeze plug(hardest). Good luck! JD
