2000 466e hand pump won't prime

I have a 2000 Ihc, 466e I have just finished a complete inframe and complete rebuild of head, I cranked it for about 30 seconds and it fired, ran a little rough, shut it down checked for leaks ect. fired it back up ran rough ( I'm assuming air in fuel system) ran for about 3 minutes started to loose power, shut it down, since I had not changed the fuel filter yet, I did. Then it started ran for 3 sec and died. now will crank and get no fire at all. I am 99% sure my problem is fuel pressure. I found the return line check valve had something stuck in it allowing fuel to get by which is why I think that it slowly lost power. Now after pumping the hand primer, I can't get the pump to become hard like I think it should, so I by passed the fuel tank and I am pulling fuel right from a jug with the same result. any help would be greatly appreciated.

Check fuel psi @58psi when cranking. Did you replace the fuel regulator? of just clean it out?
Pull off the regulator and hand pump the system.. fuel should pump out of the h/p rail.
Also..with the regulator installed check fuel psi will hand pumping @62psi before it opens
