DT466 No power to ignition Switch

Hi there guys need some help. Running a 2003 4400 DT466 The other day two strip wire touched and shorted something out. The truck was running and when these two wire touched it turned the engine off. After that I don't get no power to the ignition switch or the instrument panel. Fixed the strip wires . Checked all the fuses in the engine compartment the inside passenger dash and in the battery box all good. Talked to International and they said to bring in the ECU (computer in cap) When they checked it out they said the it was no good. Bought brand new ECU from International had it Programmed and $1300 later nothing. Same thing no power to ignition switch or instrumental panel. Any help would be greatly appreciated.

I would check if there is a fusable link...usually near the starter. Had a school bus with a fusable link give me problems recently.

Just got out of the hospital so it to me a wile to check on that. Looked all over the starter and wiring coming to the starter. didn't find any fusible link there. All though now I am get power to the ignition switch and to the instrument panel but no response to the starter. When we turn the key, we can jumped the starter and it does turn over. but still will not fire up.
