F3l1011 fuel rack stuck

I recently bought a machine that has been sitting for about 2 years. Its in overall great shape. I've flushed all the fuel from the tanks and lines up to the injector pumps, but I'm not getting any fuel after then injector pumps. I've checked the fuel solenoid and it is operating as it should. I've narrowed it down to the fuel rack being stuck. I've been told that I MUST have some special pin tools in order to pull the injector pumps and free the rack. Does anyone have any info on this procedure and can I get around having to have these tools?
