Iv got and 07 Chevy duramax new body style

I have 2 questions. First I ordered a banks monster exhaust and I went ahead and took the muffler off but now I'm getting 13mpg everywhere I go. What's the deal?! Will it stop that when I put the exhaust on?

Second question. When I get everything right can I take the catalytic converters off? heard that will make it louder and smoke?
