Turbo failure??

I am in the process of doing major maint. on my Bobcat 863 with a 1011 engine, timing belt etc.
one of the issues is that it smokes badly, idle, high idle, all the time. BLACK smoke
I was suspecting a bad turbo but now that I have the inlet and exhaust elbow stripped I can see it turning with the engine running.
by hand it turns freely and has little lateral play and no radial play that I can feel, there is some oil present on the compressor inlet.
Before I go through all the HELL of changing that turbo I thought I would ask, I would assume any failure that did not include wheel damage would be a seizure or something obvious like excessive play.
So what say you?
